Forget Cessa and Smith. The should call Chance up on Thursday and pitch the kid on Saturday. I doubt he'll do any worse then those. Time to give the kid a chance and see what he has, why not?
I doubt you will see Adams in the Bronx this year at all. He's certainly worthy of the promotion, and you can probably pencil him into next years starting rotation with Tanaka, Severino and Montgomery, but its not likely he's coming up this season.
The problem with having the deepest farm system in the sport is the 40 man roster crunch you inevitably have to deal with as your better prospects become eligible for the rule 5 draft. Right now the Yankees have a full 40 man roster and have 3 players on the 60 day DL (Pineda, Bird, Fowler). Pineda will be a FA and is gone. Bird and Fowler have to go back on the 40 man roster once the season is over. So we essentially have 42 men on the 40 right now.
CC, Frazier and Holliday are FA's. They drop off the 40 once the season is over. That takes us to 39 players on the 40. We have some really good players who need to be on the 40 in December or they will get picked in the Rule 5 Draft: Albert Abreu, Zach Littell, Domingo Acevedo and Thario Estrada among them. Chance Adams doesn't need to be protected this year. He's not eligible for the rule 5 draft until 2018.
In order to get Adams to the Bronx this year, you have to put him on the 40 man roster. That means you have one less spot available in the offseason and as a result will lose another very good prospect in the draft. Since Cashman quite correctly considers this a "transitional" season and not a "go for broke" season, he's going to protect as many assets as long possible to give himself the most ammunition and flexibility to set up the roster for 2018-2025.
The only way Adams gets brought up this year is if Cashman makes a handful of deals this month getting rid of guys like Gallegos, Headley, Enns, Herrara, etc. or he feels he can move those players before he has to lock in the roster for the Rule 5 Draft in November.
Great analysis but it didn't stop them from bringing up Holder last year (who was in the same boat last year in terms of having to add him to the 40 man and he wouldn't have needed to be added this year).
I think there first option they are pursuing is to bring in a back of the rotation guy at a reasonable price. So Cessa and Smith are the options until then. If they can't accomplish that by the trade deadline, and they feel Adams is a better alternative than what they have and they are very close, he'll be here with Gallegos being DFA off the 40 man.
Its a totally different situation from last year. Last year we were sellers. We dealt Chapman, Beltran, McCann and Miller last July. That freed up 4 spots short term, and two 40 spots (miller and McCann) on the year end 40. It wasn't an issue to move Holder up to the 40 a year before he was rule 5 eligible, and we needed an arm in the pen. As it is, we still had 8 players selected in the rule 5 draft last year. Some of them were returned, like Caleb Smith, but we did lose a very good Catcher prospect in Luis Torrens.
This year we aren't selling, we are buying. We just added three long term guys to the 40 this month (Robertson, Kahnle, Frazier, Cooper) On top of that, we have already added three other guys to the 40 a year ahead of schedule (Wade, Fowler, Frazier). That's 6 less slots we have available to protect this years eligible players. Adding Adams would be four guys on the 40 ahead of schedule. If you consider all of that...along with the fact that Adams is has an innings limit, and there's really no reason to rush him to the majors this season. At least not at the expense of losing another quality prospect like Littell or Estrada in the rule 5 draft.
Cashman is smart. He knows how to handle this crunch. He'll trade a few guys like Gallegos and Smith for younger prospects who aren't eligible for the rule five this year in order to open up spots for Abreu, Acevedo, Estrada, etc.

We lose T. Frazier, CC, and Holliday as free agents, but have to add Bird and Fowler before the draft. We also have to add Acevedo, Abreu, Estrada, Littell (at a minimum). So that's 40, minus the 3 FA's = 37 spots filled. Add in the 2 guys returning from the 60 day DL, you are at 39 spots filled. Add in the 4 must keeps and you have 43 players for 40 spots. You'll have to move 4 players off this list before Adams could even be a thought as an early promotion. Probably more, since there are likely at least two other players eligible for the rule 5 draft this year that Cashman wouldn't want to lose for nothing.
Not impossible for Adams to get up here but you'll have to cut or trade maybe 6 guys to make it happen.
