Just looked it up and the legendary NC State team that won under Valvano was actually a 6 seed.

I think this will always be them. One of the few programs that will be virtually portal immune I think.

They can afford to with their brand, and recruiting muscle, but guessing at some point a player or two might desert to the Portal.
