Yes, they could live off-campus........if classes were actually in session.
But since non of the offsite housing allows mopeds to be stored indoors, where would they keep them securely in Queens? NOWHERE.
That was my point.....sarcastically of course since there is a moped theft epidemic in NYC.

There are students already on campus who arrive early for certain programs. While school might not be in session but there is still activity.

Mopeds don’t have to be stored indoors and there are plenty of places that a student living off campus (who could have moved in already) can park it and then ride it to school.
