They are surviving nicely because in both countries you need both political and economic networks. The level of governmental corruption is tremendous. You pay the right people to be able to do business.
If you look at the migrant crisis, Venezuelans, Cubans and Haitians were given almost Carte Blanche to enter the US. Thousands of Venezuelan migrants are from the bottom of society and non-contributors to their country's economy. Maduro's government is not anxious for their return.
