Ex STJ Dean on Trial For Stealing From University

Hi JSJ,

Damage control by St. John's in these articles by the Torch IMHO. We all know FH is aloof and arrogant, but the theft of SJU funds should have been detected much earlier than 2010 by the school, who was in charge of Dean Chang and in between FH.?

Let me guess Mr. Jim Pellow the same person FH bought a home in Cape Cod in 1999 with.

And why does the Torch go after Fr. Cahill who is dead and buried and can not defend himself, the quote by FH is hearsay at best. Plus FH has been President of St. John's for the last 23 years. Going after Cahill by the Harrington camp is worse than President Obama blaming everything on George W. Bush.

Bottom line is Father Harrington embarrased himself and the University and in the best interests of the Vincentian community and St. John's University he should resign gracefully at the end of the academic year.

I don't believe that The TORCH is part of a damage control strategy.

In fact, they, The TORCH, went out of their way to address the fact that they are an independent organization.

To be fair, since they (The TORCH) are offering FREE transcripts of the court proceedings, it may be a good idea, in the interest of fairness and objectivity, for everyone to read them so they have all the information they need to arrive at an informed opinion.

Certainly they will have more facts to work with which is always a good thing.

If one still feels the same way, so be it, but at least have all the available facts and information.

The Daily News account is one thing, an actual transcript is another. Let's weigh them against each other.

Perhaps The News has their own spin of the proceedings and is coloring the story as such.

No play by play spin in the transcript.

All I am saying is lets look at this objectively and not necessarily take The News account as 100% air tight, gospel truth.

That said, I believe The TORCH was quite balanced and objective in their reporting of the events. I also thought their editorial was measured and responsible.

One can always craft a letter to The TORCH if they feel differently. I'm sure they would welcome your perspective as an alumnus.

I understand and appreciate your comments as it pertained to Fr. Cahill but I don't beleive he was thrown under the proverbial bus.

Questions were asked, answers were given.

 JSJ,

Thanks as always for getting back to me. I tried in earnest to find the actual transcript, and all that came up in a search with were the two editorials from the Torch and the Daily news article.

Do you have the link to the entire transcript so everyone on here can read it.

Thanks,

1985

JSJ already got the answer, the transcripts can be obtained by e-mailing the torch at:

torcheic@gmail.com

I will let you know what I find

It is humorous that the first linked article above by the Editorial Board of the Torch presents Harrington as a victim.

I don't know many people who receive expensive gifts that are victims.

19854ever,

It appears that your comment reveals a much greater issue. 23 years tenure with nearly full agreement on every move by the board is very dangerous to the university, even if such moves appear to be in its best interests. Even with the university's infrastructural build-out, it has some serious academic quality issues that need to be resolved immediately. And this may require new ideas, new perceptions, and new ways of thinking that can only be obtained in within new minds.

Sometimes things happen for a reason, and a change of the guard could open STJ to new opportunities that were previously closed off by the incumbents. Going back to Cahill, FH's statement about their private conversation doesn't properly apply within the intended legal scope, since it only objectively cautions against micro-management. This is a situation where basic management and oversight were neglected for years, as core functions of a university presidency. Therefore, your statement about it being hearsay is correct. I'm interested in the direction the board will take, in response to the case.

So nice to see that the university took action, here.

Every time I read about Celia Chang and the Harrington's testimony that he accepted luxurious trips and accepted expensive gifts and unreported cash from her, I wonder how the Board of Trustees has allowed him to continue as St. John's president.

Perhaps Harrington should ask for directions to the on campus student dining halls and go and introduce himself to the students so he can begin to understand that as president of St. John's University he should be more concerned with the students than the tailored suits (plural) from the famed Sam’s Tailor in Hong Kong, the Patek Philippe wristwatch, and unreported cash which Celia Chang gave to him.

Harrington has embarrassed St. John's University.

He should do the honorable thing and resign.

I had a feeling there was more to this story fh let ms Chang abuse her status for 20 years he needs to resign.

Otis,
It's my understanding the the BOT act at FH's behest and not the other way around. The way I see it, they are more like a parish council of 7 figure donors. Like the Church, where the pastor takes his direction from the Bishop, FH takes direction from Vincentian leadership which can remove him at any time. FH has been described as "CEO thinking" by those close to him. It's meant as a compliment, but being surrounded by multi-millionaires on the board, it probably becomes pretty easy to keep a petty cash draw of cash slipped to you by alumni, or those stealing from the University, or to take a few inappropriate gifts now and then.

Lets take a quick look at what the media has recently had to say about St. John's University

from the New York Daily News 11/5/2012

"[Ex-St. John’s University dean Cecilia Chang] said there was virtually no oversight of her activities by former school President the Rev. Joseph Cahill, who is dead, or current President Donald Harrington....... She also said she passed $400,000 in cash to Harrington over a decade “to help the poor” and that he scored 40 to 50 custom-made suits from famed “Sam the Tailor” in Hong Kong."

from BloombergBusinessWeek 11/5/2012

Prosecutors alleged that Cecilia Chang, 59, a former Asian studies dean and vice president of international affairs at the Queens, New York-based school, stole donations intended for the university, lied on tax forms and made students work in her home as a condition of receiving full-tuition scholarships.

Chang testified today that about 19 students worked for her each year as drivers, house-cleaners and office workers, with some also living in her home....

Chang had the authority to grant about 15 full-tuition scholarships each year, according to court papers. University officials were under the impression that the work she asked them to do was related to the Asian studies program, the government said.

The students, many of whom were from overseas, received letters telling them they were “expected to perform duties assigned by the Vice President for International Relations and the Dean of the Center of Asian Studies for a period of 20 hours per week,”..... The letters also stated the “grant may be terminated at any time by the dean if the recipient fails to perform his or her work duties,” according to the filing.

Some of the costs that she bore included jewelry and clothing for Harrington and other university officials, which she bought when they were traveling abroad, Chang said today. Harrington testified earlier in the trial that he had met with Chang partly to express concern about her expense submissions.

from the New York Times 11/5/2012

Prosecutors presented considerable evidence against Dr. Chang. Documents and e-mails from the university showed hundreds of thousands of dollars in personal items, including repairs for her Mercedes-Benz car, that had been charged to a university credit card. And a series of former students testified about the menial labor they performed for her and the threats of lost scholarships they faced if they balked.....

she bought countless personal items on the school credit card, but only because she had first spent hundreds of thousands of dollars out of pocket without being reimbursed — including for the purchase of dozens of tailored suits for the university president from the finest haberdasher in Hong Kong.

from the Niagara Gazette
11/3/2012

Embroiled in this high-profile campus scandal at the nation's largest Catholic university is the Rev. Donald J. Harrington, C.M., the president of St. John's. Harrington

The priest said he did accompany Chang and other St. John's staff members to Asia. He also told the court that they stayed at five-star hotels and received gifts from potential donors.

Harrington said (he) accepted (the gifts) on Chang's recommendations. He was told it was important to stay at that hotel because it would impact on the image of St. John's as a first-class university.

It was disclosed in court that she (Chang) presented him (Harrington) with a gift-wrapped box filled with money. 'It was 100 dollar bills and I just didn't feel real comfortable with that now," the priest said. When he returned the gift to Chang, she became upset, somewhat emotional and even appeared embarrassed, he recalled.

Harrington said he kept declining her monetary gifts until she lableled them as money to be given to the poor. He told the court that he then accepted those contributions as a priest and distributed them accordingly.

Ex-Dean of St. John’s Found Dead in Apparent Suicide

makes you wonder if this will make for a deeper investigation or bury the story?

I have traveled many times to China, mainland and Taiwan, to develop or conduct business.
It is not uncommon among the Chinese to offer very expensive gifts for "friendship" and "goodwill" in almost any relationship of a business nature. It is a natural practice for them and is not seen as a bribe or a promise to do business. It is not at all unlike my Mom insisting that everyone who came to the apartment in the Bronx have a cup of tea and a cake, but with our Asian Friends, the offers are luxurious and/or wildly expensive. I have also found that there was no business consequence to refusing a gift after providing a explanation based on business practice or our own set of morals. I did that always.
On the other hand, I had been counseled by the Chinese to stay in the best hotels, never present a business card that doesn't introduce yourself as a CEO, President, or Chariman of something if you want anything to get done. Never turn down a drink or a meal, no matter what the cost or if you like it or not. Just smile and agree. I ate lots of fish eyes, ear bones, 2000 year old eggs and fin soup with a grin. Shirts, ties , and suits in China are like greeting cards to us. You send them to people with which you truly like to be associated. I never got to the suit level but I was a happy shirt and tie guy for a year or two.
I judge actions of the Dean were in line with developing business in her native land but that she over stepped culture and the law in demanding the labor of students, padding the expense account, and misappropriating donor funds, among other things.
I love the Irish but I also think the Chinese are the friendliest and most generous people I have ever encountered. They are also among the smartest and craftiest people managers anyone will ever meet. Expensive gifts are a major part of their 6000 year old culture, far more than in the USA. Misappropriation and theft of others treasure is not supported or sanctioned in their dealings or in ours.
Needless to say, like the rest of us, the lady had made some errors in her life that she has regretted. Sadly, it's time for forgiveness. May she rest now in peace and may we learn to understand better. Sorry for the preachy, tone but I have been bummed out by the news of the Deans death.

Wow, where do you begin? This is like a bad made for TV movie and it is not over yet.  Her thievery happened on Harrington's watch and now this? I feel sorry for her family... but Harrington needs to do the honorable thing and step down. Bad situation all around.
