The Transfer Portal (in general)

Do I have to enter the portal if I want to transfer? Or is it optional just for the kids who want it known that they are shopping for a new school?

If I 100 percent know I only want to transfer to St. John's and I don't want any other schools bugging me, can I deal directly with St. John's in a portal-less environment?
 
I'm so depressed reading about all the talented kids in the portal that we have no shot at, plus all our former players that are landing elsewhere, that I decided to watch a Joel Rivkin documentary to lift my spirits

DePaul’s Charlie Moore has entered the transfer portal, a source told @Stockrisers. Averaged 14.5 points, 4.2 assists, and 3.5 rebounds last season. Will be an intriguing option here in the Spring.

This is not what the transfer rule was meant for and this is what's making it look so bad.
 
Assuming he finds a suitor that will be 4 schools in 6 years.  

How about this rule.  If you already got a waiver (which Moore did when he transferred from Kansas to DePaul) you are not entitled to a free one this year if you choose to transfer.  So you have to sit.  If you still want to give him another year of eligibility because of the pandemic that would mean he would have to spend 7 years in college to complete 5 years of playing.  Doubt he would want to do that.
