A lot of guys would be in the NBA if judged at their best. I think a smaller guard really has to tear up college ball to get 1st round notice on a nightly basis. The NBA is bigger, stronger, faster and getting your shot off and taking it to the hoop is much more difficult.
You never know what a kid is going to do, but unless he is a sure fire first round pic, coming back is not a bad idea on his part.
