I think it has to do with the restrictions for many spring training sites. For example the Yankees position players are at Steinbrenner Field and the pitchers are at the Minor League complex next door. Or maybe its vice versa.
Or maybe its Manfred trying to ruin the game too.

Spring Training games that occur from February 27th through March 13th may be shortened to seven-inning games or five-inning games upon mutual agreement of both managers. Games that occur on or after March 14 shall be nine-inning games (and, upon mutual agreement of both managers, can be shortened to seven-inning games).
Another spring training rule put in place is from February 27th through March 13th defensive teams the right to end an inning before recording three outs, so long as the pitcher has thrown at least 20 pitches. Also during this time frame, the three-batter minimum for a pitcher won’t be enforced.
Lastly, in all spring training games pitchers will now be allowed to re-enter the game at any point and games can end in ties."
