Not just because they are more prepared to play, but also because they have used their one-time free transfer and likely need at least two more years to graduate.

is it random? is it based on previous years rankings? or how else do they decide on who plays who
 
I think it is up to the conferences to make the games good for ratings on the TV. Usually it is why the better teams play each other.
