 Rule changes a win-win:

I don't know if it was discussed In a prior thread, but new rule changes allow schools to have 2 hours per week of team practice time. I think this is a great rule change and will really pay dividends in our team's ability to be ready for early season play. It is especially beneficial for SJU considering our complex offensive schemes and different zones. I doubt that staff will be working on all of that stuff, but more likely they'll be going bare bones no-ball positioning and footwork Dunlap-style and ball skills with Hines. Regardless, this is an excellent change IMO, as too much was packed in starting in November to get ready in such a short period of time.

Someone please enlighten me. Why does the NCAA limit practices at all in the off-season? Isn't the objective of Team sports to develop skills and improve their performance? What's the concern here? I just need help in understanding the rationale for the rule. Thanks in advance. :)

If they didn't limit them at all as you ask some coaches would have them practicing 80 hrs per week. Even pro sports have rules on practice time.

Yep.

And as Bama says, some coaches would take it to an extreme.
