Quality Wins

I've heard a few people refer to us as having two quality wins in conference play (Cincinnati & Notre Dame) both of whom were ranked when we beat them. My question is, why does UConn not count as a quality win? They are currently receiving 18 votes in the Top 25 and have a record of 19-7 and a 9-5 conference record (with a game against Gtown coming up). I know they are not post season eligible but why should that matter as far whether they are a good team or not?
 
Cincinnati's "quality" is quickly becoming debatable; but St. John's has to win two of the next three games to actually spark that debate!
