Proposed MLB Changes

In an effort to speed up the game, MLB is considering a couple of significant changes:

1. Limit the number of relief pitchers that a team can use in a given game
2. In extra innings, the team at bat would start each half inning with a runner on second base

What knucklehead is brainstorming these "great" ideas?
 
As someone mocked-why not just have a runner rounding third and see if the left fielder can throw him out.
 
I think we go the soccer shoot out route, skip extra innings and go straight to a home run derby.

while these proposals sound ludicrous, I'm in favor of MLB doing something to speed up games. 3.5+ hours is way too long for games, especially in early May!

Let's start with limiting the batters ability to continuously step out of the box, then we can move on to more substantive changes like starting every batter with a 1-and-1 count!
 
Make the pitchers pitch and the hitters stay in the box.
Strike zone from the letters to the bottom of the knees.
4 warm ups for relievers.
 
I kind of like the relief limit one. I don't know how they should do it with extras and injuries but nothing worse to me than when pitchers come in for one batter. I know its strategy but it takes way too long.

I think they should start each batter with 2 balls and 1 strike, have a 7 run mercy rule, intentional walks are just called and not waste time throwing 4 balls. Teams must run out to the field and begin and inning within 60 seconds, and for home runs not be required to run the bases.

For fun though, you should be able to throw at batters, but pitchers must hit so they take their lumps too.
