Looks like Phil Green IV has moved on to the secondary league in Italy and is playing for Orsi Derthona Basket Tortona. Don't know if it's a step up from the secondary league in Turkey.

Everything in Italy is a "step up" from Turkey!
The second division is very much like playing in the NBA D League. Small cities with small arenas and not very good pay unless you are a starter. In Italy it is composed of the younger players for the most part with Mussini/Alibegovic level talent. For foreign players it is a chance to play ball for pay while experiencing a different culture.
