Is the Portal now moot?

So not sure if any of you have followed the transfer saga of Xavier Lucas, defensive back from Wisconsin.

He wanted his name placed in the Portal but UW refused. The rules are pretty clear they really don't have a choice. Evidently they refused to comment on it but the word was they thought Miami (Lucas is from Ft. Lauderdale and it is clear he wanted to transfer to MIami/home) tampered with him. Tampering, seriously? LOL, like no one is doing that now...LOL

Lucas threatened a lawsuit vs WIsconsin and the NCAA. Well the NCAA ruled that he can transfer. The ruling by the NCAA is very interesting. They basically said that any student athlete who wishes to withdraw from one school and enroll at another cannot be denied that opportunity nor will that prevent him from being immediately eligible. REALLY!!!???

Well then why have a Portal or even a Portal Window? Right?

Does this make the Portal moot?

 
Let me give you a scenario. The CBB Portal Window is March 24-April 22.

Let's say Player X is enrolled at School ABC and is going to Summer School in June. He decides for whatever reason he wants to transfer. Now he can still enter the Portal but the Window to be guaranteed immediate eligibility for next season is closed.

But after this ruling by the NCAA why even go in the Portal or ask for a waiver. Just withdraw from Schook ABC and enroll in School XYZ by Fall Semester. The NCAA just indicated you cannot be denied immediate eligibility.

Not sure what WIsconsin was thinking. The rules are clear if the player gives you notice of his intent to transfer you have 48 hours to place him in the Portal. Period. There really is no wiggle room. They were not going to win this.
 
It says he signed a 2-year contract (although acknowledge it may not be legally enforceable yet). In the future, if this is the scenario and legal, how would a contract with multiple year requirements impact the school’s desire to retain the player if they have to let someone into the portal? Curious if that has been part of the discussions.
