I really hate these type of lists. So many hires, so many recruits, are crap shoots. It's like looking at the one year performance of fund managers. The best have crazy returns , but smart money invests in funds that have sustained success over a number of years.
Some programs are able to make multiple good hires. Some of those have unlimited funds and disregard shady backgrounds and practices. Others, like UCLA and SJU are in a perpetual state of dissatisfaction, despite reasonable efforts to win. I'm not sure of the answer. There are very few sure things, and those are out of reach financially.
