Not that there aren't some very serious criminal allegations which if true will result in jail time, but gambling addiction is such a powerful compulsion that isn't very different than drug addiction. People do things because of gambling that they never would have dreamed of. Carton's behavior, if proven true, is of course way over the line of criminality.
I travel extensively for business, and our country's landscape is dotted with Casinos, often on land sovereign to Native Americans. Often there are people who never gambled in their lives, whose entire existence is ruined by addiction to gambling. They sometimes lose their life savings, their homes, and in the most extreme cases, end up in such a hopeless state that suicide is the only option. I think of this whenever I stay at a Las Vegas casino hotel, or pass one of these places, where you will find ordinary looking people so drawn to gaming machines that the cigarettes they are chain smoking have long ashes attached to it. By their attire, these folks are not spending their excess wealth in these places. It's sad really, since with the plethora of gaming options now available (including Aqueduct racetracks's casino), people are exposed to the allure of gambling who never would be otherwise.

While Carton is culpable for his actions, just like those addicted to opiates, addicts do some incredibly criminal things because of their compulsion.
