It is a joke. But all the NCAA care$ about is revenue.
 
Change the rules all you want, but you still won't get back the elite talent. And that's why the product is terrible these days.

You are 100% right about the NCAA. All they care about is that the games are too long, and that there aren't enough points scored. Points scored is a lot like home runs in baseball. If steroids caused performance to decline owners would have tossed players at the first sign. Instead, they took their eyes off the field and watched the turnstyles spin and revenues soar.

All the NCAA wants is more. "More of anything?", Jerry Seinfeld was asked by a flight attendant in first class. "More of everything", he chuckled. Meanwhile fans are treated like the slobs in the middle seats in coach.
 
Watching the last two minutes of a close game has become unbearable unless you have a serious rooting interest. The Big East GEO-XAVIER game was a good example. Too many timeouts, too long timeouts, referees going to the replay took all the enjoyment out of watching.
